Was he caught for the car was noticed? No. The police noticed something about his car (not really relevant what), but this was not the main reason he was caught.

Was his car a normal, everyday automobile? Or maybe a police car? An ambulance? A truck with the sign: "DANGER. EXPLOSIVES" ?

Did he use normal plates? Or some different ones (as reserved for the army, the police, secret service, the church, etc)?

Was he driving on a one way street in the wrong direction? Was he going in reverse? Talking on the phone while driving?

Did the police pull him over because of the license plate? Technically yes, as red plates are always a bit suspicious, but only in terms of rather harmless misdemeanours. Assume he would have been able to account for his use of red plates. was it stolen? fake? did the number not match the official numbering pattern? No to the rest.
