Ona'a new job led to an "damned if you do, damned if you don't" etiquette problem, making it almost inevitable she would offend someone. How come?

Would she offend a different person depending on what she did? or would she offend one particular person no matter what she did?
Did the nature of the job itself lead to this situation? the fact that it was a new job?

so - the thing she would, or wouldn't do that might offend people:
is it to offer a discount? to tell someone that a discount is available? to ask someone if they qualify for a discount?

is the customer's age relevant? does she have to decide whether to ask the person if they are a particular age because if they are then they qualify for a discount?

for instance: if those over 65 years are eligible for a discount she would have to judge by the look of someone if they are in that category. Then, if they aren't she will have seemed to say that they look older than they are. But if she does not mention it they will potentially miss out on a discount. (Or it could be an age at the other end of the spectrum, or it could be an entitlement based on income or receipt of benefits (welfare?) Anything like this?
