The town of Hicksville was ravaged by a flood, yet the town's mayor just grinned and did nothing about it, how come? |

Was the mayor aware of the flood? Was he fully conscious at the time of flood? Was the flood favorable for him? Flood in a literal sense? |

Was the mayor grinning because he liked the idea of there being a flood? Did the flood destroy the town? Were people made homeless? Did many die? Was the mayor pleased at the negative effects of the flood? Could he have done something about it? Was his grin a grin of happiness? A grin of bitterness? of resignation? defeat? Was the cause of the flood natural? |

Was it being shown in a film/movie/documentary? Did the may have any evil intentions? Was he a popular mayor? Did he warn the people of the town about the flood? Was the flood man-made or natural disaster? |

Did the major have any real powers or was he just some kind of symbolical figurehead? Or was he temporarily incapacitated for some reason? Was he in jail? Or had he been kidnapped? Did any other, not major-controlled parts of the public sector take care of and organize the rescue operations? Did the town have an extremely bad economy? Was he an extreme libertarian of some sort, who believed that things will be better if everyone takes care of themselves - that the public sector shouldn't deal with these kind of rescue operations at all? Did this happen in North America? South America? Europe? The Middle East? The Far East? The East between the Middle and the Far East? (for example Russia) Oceania? Africa? Antarctis? Relevant? |

Was the town a ghost town? Was it devoid of people? It had houses and infrastructure etc? Was the flood caused by a stom/hurricane/cyclone/typhoon? Was it due to overflowing river/lake? Was it due to earthquake/tsunami? Is the geographical location of the town any significant? Was there any kind of flood warning? Did the Mayor have prior knowledge of the flood? Was the grin on the face of the Mayor caused due to the flood? Was he watching the flood causing devastation from ground? air? |

Was the Mayor entirely healthy - both on body and mind - when he grinned? He wasn't a true mayor, right? Who called him Mayor? Was he the only person who called himself mayor? Are there any other people who call him mayor? Does the mayor think that he's a real mayor? Do those other people (if there are such people) think that he's a real mayor? The mayor was unable to do anything about the flood; was this because of a specific condition he was in? Or was he always unable to do so? |

I'm thinking like this: Was there a change in the local constitution quite recently, which did diminish the extent of the mayor's ruling powers? Perhaps such a change was enacted by the local ruling body as part of some kind of power struggle? Or because they had something against this specific mayor? If so, was the mayor opposed to this change? Or simply indifferent about it? Did his grin have to do with this affair? (Like "Well, as you know there's nothing I can do about it, since the council has done this whole constitutional change which they thought would be great, which renders me more or less powerless.") |

Was the mayor an animal? yes! That's good enough for me, so time for the **************spoiler*********************** The town in this story is based on the actual town of Lajitas, Texas, their mayor is officially a goat. The part about the flood didn't really happen though, I just used it to center this strange but true fact around, and I'm guessing if Lajitas ever did have a flood their mayor would react in pretty much the same way. (Goats are notorious for grinning.) Thanks to everyone who participated in this puzzle! |
