While walking along the street today, I heard something that made me realize this particular street would be extremely dangerous for a certain segment of the population.

That population: the blind? Is this a big population? Do they share a medical condition?

Was there a background noise that would prevent blind people from hearing incoming traffic?
Does the street have traffic lights with audio signaling?

Would the sound cause a blind person to react in a way that would be dangerous?

Would the sound cause a false sense of security for a blind person?
Was the sound something that could be misinterpreted as something else by a blind person?
Were the "traffic lights" inoperable or not working correctly? Did they give incorrect information that a blind person would not be able to know was incorrect?

Did the street have regular intersections? regular pedestrian crossings?
Were these audio traffic controls human voice? clicking, bird-like sounds? sirens? something else?
Was it difficult to figure out which part of the intersection each sound corresponds to?

its one of the kind you have to press the button and when its safe to cross the little man turns green and it bleeps to help blind people - I don't know why they call that pelican before you ask :o)

Interesting... I have never seen a crossing with both buttons and sound controls. I did, however, see crossings that switch all automobile traffic lights to red and all pedestrian lights to green shortly after the button is pressed. This way it does not matter which way you are crossing. Another side comment: blind people usually have much better developed hearing than average Joe.

does it say something along the lines of it is now safe to cross the road? are there more than one of these? could someone stand at one and it not be safe to cross, while another a little way down the road says it is safe? or is it on a wider road where you cross halfway then have to wait again to cross the other half? so the second half could be saying it is safe, but its not safe to cross your half?

Damia had it close enough.

Spoiler: While trying to cross a street I heard the voice say "Walk sign is on". However I could easily see that the walk sign was off and there were cars going across. It turned out that the "Walk sign is on" was for the walk sign going the other direction, but a blind person would hav eno way of knowing that.

I have seen this in several places. I feel like city planners cannot be that dumb, and that there's some way for the blind to figure out the direction. Perhaps there's a standard regulation that the voice has to come from a certain direction for certain sides of the street...still can't figure out quite how that would work.
