Was something environmentally unsound done to save lives? Were animals killed to save people? Do the environmentalists dislike "they"?

Are they attempting to save themselves? Or are they being saved by someone else?
The envs would prefer if they were left to die?
Are the envs upset about: animals? pollution? plants?

Is this set in an urban environment? In the middle of nature? Inbetween? (such as in a small town)

Is time relevant as in the moment of day? the general era? the precise moment?

I was perhaps a bit too technical in a previous answer -- see if you can guess which one!

Aquarius, the Apollo 13 lunar module, which doubled as a lifeboat during the flight, carried a nuclear power generator for one of the lunar experiments. Since it was not left on the moon, the return trajectory had to be modified to cause the LM to splash down in one of the deepest parts of the Pacific Ocean so that it was less likely to cause contamination.

It seems funny to me the puzzle progressed so far and to completition(!) without that point ever being raised...

Good point. It could probably have been written either way. On the other hand, their lives were still in danger after they piled into the LM. The world was watching, but nuclear protesters still worried about what would happen when/if the LM returned to Earth...

People did seem to get the intended meaning, though.

No, it makes sense. Their lives were in danger, and people were still concerned about nuclear contamination.

it was the "but" in the puzzle statement that got me, which seemed to imply that the environmentalists would prefer them dead.

Ah, I see. You're right, that wasn't my intention. I'm not sure how I could have avoided that connotation, though. The alternative, "Their lives were saved, but environmentalists were still annoyed," might suggest that while happy their lives were saved, environmentalists were still annoyed by something else? Would that have been better?

I think so. Although if it were my puzzle I would also have substituted 'they' in place of 'environmentalists' to make it a little harder (:
Which also would have prompted the question 'their = they?' and would have not immediately suggested they were annoyed by something else.
