A practice common in third world countries has grown more common in a US city, much to the concern of the government. |

Is it relevant which US city? Is it just one US city? Is the practice becoming common here because of its geographic location? Its goverment? Its population? Its climate? Is this practice something that happens in every US city (but not commonly)? Every city in the world? Are the goverment concerned because they think the city is becoming less developed, instead of more developed as it should be? |

Does the practice involve doing something dangerous? Something illegal? Something causing damage to things? Causing environmental damage? Are there economic reasons for the practice becoming common in the city? |

Yabblesmacker Is it relevant which US city? Only slightly. Mostly this is just the city I heard about; it might be happening elsewhere too. Is it just one US city? see above. Is the practice becoming common here because of its geographic location? Its goverment? Its population? Its climate? this is the part that's slightly relevant. No to the rest. Is this practice something that happens in every US city (but not commonly)? no. Every city in the world? no. Are the goverment concerned because they think the city is becoming less developed, instead of more developed as it should be? that's not the primary concern, no. When has it grown more common? Was it slow or gradual? Over a few days/months/years? Over decades/centuries/millenniums? Even less? Even more? Is this irrelevant? Is the government concerned because health and safety? Is it concerned because of the future rather than the present? Is it something about religion? Or culture? Is it something new to that US city? Something changed? Something taken away? |

you said climate is somewhat relevant? is it generally hot? cold? is it by the mexico border? does it envolve smuggling? illegally building roads? dirt roads? underground roads? is water relevant? drugs? sorry if you've answered some of these already. |

I'm going to ignore your first post if that's all right with you. does it have to do with pot-holes in the road? illegally fixing them? precisely. I kind of figured this one would go quickly, since it's not actually all that lateral, but I find it amusing, so I figured I'd share. Anyway, here's the ***********SPOILER************** In Chicago, there have always been problems with potholes, because there tend to be several freeze-and-melt cycles in the course of the winter. Usually this means a corresponding spate of road construction in the summer. But between the bad economy, the bad winter, and Blagojevitch, there have been some pretty dangerous potholes that aren't getting fixed. So there's at least one community group where people are taking matters into their own hands and fixing the potholes themselves. Nobody is really sure whether this is illegal, or who's responsible if these people get run over. But this is the same way they do things in Costa Rica, for example, where the governments can't afford to worry about little things like traffic safety.
