Politicians of one party? Members of a certain parliamentary body? Of a certain cabinet? Did they want a certain bill to be passed? Money be spent for a certain purpose?

Did their actions convince others their proposal was in fact a bad idea? That something else is more important? Make it difficult for others to support it? Reduce the number of supporters in the relevant bodies? Reduce the resources available for doing what they wanted? Create legal problems with their proposal? Point out the existence of legal problems? Attract the attention of (possible) opponents? Impair the credibility of supporters?

Does this take place in the USA? Canada? Mexico? Federal politics involved? State politics? Local politics?

HINT: I think I misled you with the pollution angle. The primary factor is work-related, and easier to figure out from. The secondary factor would be the environment.

Work: profession relevant? Not really; it applies for pretty much all professions, but mainly those which work in an office.
If so: *List trimmed for budget cuts.*

Are they trying to improve working conditions? Worker safety? Working hours? Wastefulness of a specific work procedure? This one Do they want "it" to be recycled? No, with a very tiny "-ish".

That's really a nice one... although I think that even such a huge bill, provided it is really good otherwise, might reduce the net use of paper.
