A certain pool provided free towels to visitors, but this caused a problem. People would save their pool chairs by draping towels over them, and they would leave the towels there when they departed, giving new visitors the impression that all the seats were taken. Attendants couldn't tell which towels were still in use and which could be collected. Without speaking to anyone or touching one towel, Andrea solved the problem, at least for a little while. How?

Towels? Chairs? Is rain relevant? Do people who care about their towels relevantly try to keep them from getting soaked? Can her solution work for a longer while? Did she do what she did with the intention of solving this problem?

No, but now I'm picturing pool attendant dogs and I really want them to exist. I think with all the things dogs can be trained to do, pool attendant dogs may not be so farfetched! (Pardon the pun.)

Is Andrea a pool guest herself?

Does Andreas solution depend on whether it's raining or not? if so, does it need to be a heavy rain? or will light rain do?

Is this pool at a hotel?

Andrea is the pilot of a cruise ship. Hearing about the issue going on with the towels, she looks around the horizon for a rainstorm and steers the ship briefly into it. Pool-goers who are still using their towels grab them, along with their other things, and run for cover. Attendants can then see which towels are no longer being used, and collect them. Then Andrea makes it sunny again.
