Did she want him to get arrested? Had he committed a crime? Was the water in a cup? Bottle? Glass? Jar? Bucket? Tub? Puddle? Was it for him to drink? To wash? To cool himself? To put something in? Was it put there intentionally? To help him? To hinder him? Was he in bed when arrested? In the bedroom? Was the bed in a room? Tent? Outside? If he had committed a crime: did she know it? Was it committed before she put the water there? Did she apptove of the crime? Disapprove? Neither?

Is the water in a container of some kind? Is it in liquid form when she puts it there? Is it on the floor? On a nightstand or other furniture? Is he asleep when she does this?
Does she do anything else that helps gets him arrested (such as call the police)?
Does the water reveal his crime? Alert the police? Keep him from running or resisting? Cause him to make a mistake? Is he arrested shortly after putting the water there? Minutes? Hours? Days?

Is the nature of his crime relevant? If so, was it murder? Assault? Robbery? Adultery (when and where this was a crime)? Arson?

A similar question to Hobbsicle's: is the water ice? Was the water meant to prevent him leaving the room? Did she actually bring the water into the room? Or was it already there, and she left it there?

Does the water help keep him asleep? No. Or prevent him from resisting once awake? Yes. Is the water being evaporated in a humidifier or something? No.
Is there something else in the water? Something that drugs him? No to both.

Well, since I may be the only one around who doesn't know it...

Did the water physically restrain him in some way? Or mentally "restrain" him?

Does he ever get wet? Come in contact with the water in some way? See the water? Hear the water?

It's possible, though unlikely, he saw or heard the water - the circumstances are vaguely described. No to the rest.

This is based on the Irish folksong Whiskey in the Jar, which is such a popular standard that I understand why more people than Peter were able to email spoilers. It is of a highwayman who robs an officer and assumes his girl will not betray him:
