... but then his horse stops short in the middle of the street and he can't get it to move. What's going on?

Horse = an actual live animal? If so, relevant what breed of horse?

Does this happen during a time period when it was common for people to travel by horse?

Relevant where the man came from? where he was going?

Does this happen during a time period when it was common for people to travel by horse? Yes.

Relevant where the man came from? where he was going? Only mildly.

Can the horse lift it's hooves? Is the horse mentally unable to move? Physically unable? Supernaturally unable? Relevant what the horse sees? Hears? Feels? Is it ever able to move again? Is it removed from the spot by some other means than walking?

Did the building signify something in particular? It signified something to the horse. Like the border of something? A town? A military base? None of these.

The horse, on a daily basis, is walking this particular road with a rider on him? The horse stops at a particular point? Does the rider want him to stop? Expect him to stop, given what is taking place?

Are the other present horses going in the same direction? In the opposite direction? Perpendicular? Is the horse needing to wait for the other horses? Is something typically impeding the horse's progress? Cattle drive?

Does the rider give the horse a snack because the horse is already needing to wait, so it's as convenient a time as any?
