Was the phone call from a different city? State or province? Country? Outer space?
Does this take place on Earth?
Was the call successfully connected?

Was the call made in order to chase the crowd away? Relevant why the crowd had gathered? WAG: is the fall of the Berlin wall relevant? Did the crows leave because they were afraid? Because they wanted to leave? Because the reason for assembling in the first place went away? Or proved false?

Was the call made to someone in the crowd? Someone near the crowd? Someone the crowd had come to see? This is closest, though not totally on the spot

Was the crowd actually in danger? Did they think they were in danger?
EDIT: Did the crowd gather in [LTPF list of continents]? Did the call come from [LTPF list of continents]?
(LTPF lists are sometimes used as shorthand so puzzlers don't have to type out long lists. We don't use them as often now because of the tendency to abuse very long lists, such as lists of jobs, but there are only seven continents so I think it's OK here.)

Did the crowd leave because they were annoyed? Disgusted? Disappointed? Did they hear a vuvuzela? Someone speaking? Was the caller a native of Africa? Were they gathered in a sports stadium? Had they paid in order to be able to gather there? Was the caller involved in the sport in question? Was the caller famous? Powerful? Rich? Was it a team sport?

Did the caller have a stake in the outcome? That is what is presumed Was the threat part of a cheating scheme? At least it is suspected that the threat was a part of a cheating scheme

A major part of this puzzle is about to be solved. Now, the reason I chose to post it as a LP was that this true story is a bit odd. Try to figure out for instance where the call came from, and where it was received. Then, why were the investigators suspecting the bomb threat to be a cheating scheme, and not a sort of general or political harassment? Why didn't the threat work out as a probable cheating scheme?

RECAP

True story:

Someone called in a bomb threat from a place in Africa to an ongoing event in a sports stadium some place in Europe. The spectators were evacuated. The police suspected the call to be part of a cheating scheme, but were unable to verify it. If this was a part of a cheating scheme, it was not successful.

Questions remaining to be answered:

From where in Africa to where in Europe? This is part of the reason this story is a bit odd.
What was the sports event?
What happened after the evacuation of the spectators, and why wasn't the assumed cheating scheme successful?
Why were the police suspecting the call to be a sort of cheating scheme in the first place, and not some kind of political statement or general harassment?

Was the call from northern Africa? Southern? Western? Eastern? Central? Relevant which country? Relevant from where in the country? From what kind of number? From what kind of phone? Was it from a payphone? Cellphone? Airport? Government facility? Was the wording of the bomb threat unusual? Did the caller relevantly display above normal knowledge of the game?

Not really, except that there is no particular connection between the caller country and the receiving country Relevant from where in the country? From what kind of number? From what kind of phone? Was it from a payphone? Cellphone? Airport? Government facility? The police was unable to trace any vital information about the location and phone characteristics. Not important to find out in this setting. Was the wording of the bomb threat unusual? The story doesn't tell. Probably not. Did the caller relevantly display above normal knowledge of the game? Not in the call, no.
