Did he have sonething on his back? Was he naked, would he have scratched his back? (Like he had a physical disturbance?)
They = collegues? Their profession relevant? Friends? Relatives? Judges?

Did they give him the wire to scratch his back? Did he feel an itch? Was his skin irritated? Spots relevant? Someone tickling relevant? Was there something on his back? Were "they" and him on the same level and not separated by any physical mean? (I mean for instance was it a situation in which they and he were separated by a glass/protective wall/water or they were in an overhead position w.r.t. him?)

Thickness of the wire relevant? Lenght? Torture relevant? Was it an electroc wire? Did someone take the wire from one side and another one from the other?
Main utility of the wire: hang himself? Scratch? Wrap around it? Climb? Use it to construct a bow? Was the wire necessary to complete a weapon? To save him? When they gave him the wire, did he cling on it or use it? Did they pull the wire? If so with him clinging on it?

Was the wire entire or cut? If so in more than two pieces?

Did they listen what he was telling? See what he was doing? If so did he know that? Is their aim not to be discovered? Did they substitute the wire with something else? Did they make something in order to receive his phone calls? Did they eventually receive a phone call directed to him?
Is the movement he did to scratch his back relevant? Was he turning? Was it the right moment to give him back the wire when he scratched his back? Is scratching his back sonehow connected with the lost of communications? Did they know he will have soon made a phone call?

Did he see the telephone for the first time? Did he know that the phone had a wire? Has he ever made a phone call with that phone? Has he ever received one? Did he notice that both operations were not possible?

When scratching he was covering something...so...was him sit when scratching his back? Standing? Near a wall (e.g. he scratched helping with the wall and thus covering something with his presence)? Relevant?

Was the something covered connected to technology (phone/a connection/ a hole in the wall?)? Something connected with the lack of the wire?
