Why did a branch of the British Public Sector distribute material to its staff on how to fake illness to get out of work?

Did they want them to fake illness? Want them to know so they could spot fakers?

Is the nature of the branch relevant? Medical? Administrative? Education? Military?

Are real illnesses relevant in any way? Do they actually treat the real illnesses? The fake ones? Do they distribute the material or treat the staff/other people in wartime, peacetime, on exercises? Terrorism relevant, actual or threatened?

When working are those people soldiers with weapons with a particular mission (e.g. secure zones/prevebt attacks...)? Do they work where there is a war? Is the work they are doing their real job? (Is this the FA?) Or are they doing a work which is a coverage work and need for instance to fake to go home to report to the bosses the happenings? Are those army people "working" in strategical places (nuclear stations/opponent bases?)?

Do they want the information to reach enemy soldiers? So that more enemy soldiers would fake being sick? So that when they do they sick, their superiors would believe they're faking, thus making the disease spread more quickly among their ranks?

This information was distributed to British Soldiers fighting near German territory in 1944. It was ignored by soldiers, but, as expected, it found its way into German hands. As a result, many healthy Axis soldiers followed the advice and were discharged, weakening their forces. The info then reached medical personnel and superior officers, who would mistakenly accuse genuinely ill staff of faking their diseases, sending them back into the thick of battle, where the disease would spread and weaken the forces further!
