Is it an actual real live baby? Relevant its age, sex, what it's wearing, other characteristics? Is it in a pram, directly on the floor, other? Is its mum, dad or other person there? Is it just a picture or model of a baby? Is it relevant what kind of building it is, in terms of construction, size, location or use?

So is this a literal, real public building in the normal sense of the word? Or is it a playhouse? Something inside another building or in a garden or playground? Is there some kind of test going on? Are photographs relevant? Is it a swimming pool? Does the building have an unusual use? In theory, could the building be used for something else?

Had the other customer tried to kidnap the baby? Is the mother nearby? Does she want to pick up her baby? Or is there a more important reason to leave it on the floor for the time being?
