With regular frequency, Charlie tells people he is expecting their response, then immediately ends the conversation. Why?

Is Charlie's work relevant? Charlie = HAM? Did he tell them using a phone? By talking to them face to face? Writing an e mail? An sms? Others?
Just to clarify: he is expecting people to give him a response? Or vice versa he is waiting for the response to give them?

Response = medical response? Their response = response of something personal about "them"?
Response = a yes/no response? Did Charlie or someone else previously ask a question to the people? If they take part to something? Are surveys relevant?

Do people ask Charlie for the response? Does Charlie eventually give them the response? Or people to him? If the latter, do people need to press a button in order to give the response? Do they need to interact with Charlie in order to give the response?

With regular frequency = every month? Every week? Yearly? To the same people? Did he ask a question a lot of time before? Just secobds before asking for a response? Is Charlie an automatic voice? Does Charlie physically perform the same operations in order to contact people?

immediately ends the conversation = without waitung for a response? In order to allow people to response? Technology relevant?
is Charlie's request simply "I am expecting your response, please can you give me?"

WAG --> Is Charlie one of those pretending to be dumb homeless leaving a ticket asking for help to more than one person and then coming back to check their "response"?

Is Charlie a race car driver? Or one of the team talking to the driver? Is the 'response' he says he expects a verbal response? Or is he expecting them to respond in a different way, eg. be ready for a pit stop?

Does Charlie wait for a response while driving? Is he driving from a place to another?


Mmm...I have a WAG but I know it's incorrect: so my guess is that Charlie is the guy putting advertisments and papers on the glass of the car. He waits until the driver comes and then see wheather the driver washes away (so press the button for washing the glasses) the advertisement or put it inside the car

Do others truck drivers have a CB radio as well? Or is it something like he is talking on a CB radio, the others did not have it, but see him talking on the cb radio and understand that he is asking for a response?

Did he say something like: " to give your opinion call the <phone number>"? E.g. when he sees women driving the trucks this is an excuse to give them his phone number...

“Over and out”? Yes.

Charlie the trucker ends his CB radio conversations with "over and out." However, in CB parliance, "over" means that one has finished speaking and is awaiting reply, while "out" means that one has finished speaking and is leaving the conversation. Thus, by saying "over and out," Charlie is actually saying that he's waiting for a response, then hanging up on the other party.
