[WiZ] Drive (OAATP)

A delivery driver is caught drinking and driving on the job, and is fired. However, he would not have shown any breath or blood alcohol at any time during that fateful drive. Why not?

Does the driver‘s drinking and driving offense include any alcohol in the first place?

Did he drink while he was driving instead of keeping his hands on the stealing wheel? Which is dangerous? And he got fired for that?

He was a delivery driver for Pepsi. A photo was taken of him drinking a Coke while driving the truck. This reached the attention of his bosses, who fired him for publicly endorsing a competitor.

The shortest puzzle I remember seeing (circa 2001 or so) consisted of only four punctuation marks.
