[Balin] Search high and low (*FOUND*)

In most countries, states, and provinces, the highest natural point is a mountain peak. However, I can think of at least one state where this is not true. Why?

WAG: does the border run on the side of a mountain, so the peak is on the other side of the border?

The highest point in Connecticut is on the slope of Mount Frissell, which stands on the Massachusetts-Connecticut border and peaks in Massachusetts.

Nice, sorry about the early spoilerification. This situation exists between Finland and Norway, and many Norwegians thought it'd be nice to donate the peak to Finland for its 200th anniversary, since it's only 20 meters inside Norway. Sadly this turned out to go against the Norwegian constitution.
