Nearly all of Germany is part of a municipality, but there are a few areas that aren't. These are usually forests, high mountains, small islands and the like, and in almost every case these areas are uninhabited. But there are a few exceptions, and one of them is the Reinhardswald area. It has exactly two inhabitants - they run a restaurant near a lookout tower that attracts many walkers. Now the law says that in the Reinhardswald forest, the forestry office is responsible for everything which is normally done by the municipalities. So when the two inhabitants decided to marry it was a forestry officer who married them and filled out the appropriate forms.
