[markobr] Form follows function

A civil servant fills out a form. He expects to stay in his current position for a long time, but is very sure he will never fill out this type of form again.

Is the form related to infrastructure? buildings? traffic? citizenship? ID? marriage? registering a child? religion? motor vehicles? taxes? money?

Has he filled out this kind of form in the past? No. If so, also in relation to marriage ceremonies? The form is only relevant in relation to marriages, in fact it is the form for an entry into the marriage register. Does he expect to perform further marriage ceremonies in the future? No.

His position will remain the same, but will anything else change about his job? No. Will he be transferred to another location? No.
Will anything relevantly change in the country he lives in? No.

Not much, but possibly sometimes in a way that is unusual for civil servants. citizenship? vehicles? A little bit. resident registration? Not usually, but this is something this particular civil servant might do. law? Only in a way most civil servants do. law enforcement? A little bit.

Prison relevant? No. Is he a prison guard? No.

The place where the marriage ceremony takes place also does, but this is not the reason for him filling out the form. Are they getting married in an unusual location? Yope. It is unusual that a marriage takes place at that location. Is he filling out this form because the guy/gal who usually handles this job is the one getting married? No.

Unusual location for a marriage: a workplace? Assume the civil servant's office, exact location not important. A vehicle? No. A hard to reach place? Maybe somewhat. Surely not a problem for those involved. Such as a mountain summit? The ISS? A mine shaft? So no to rest.

Relevant which country this takes place in? Somewhat. It's Germany, but something similar might happen in other country (with differences in details you don't need to find out). On the orherhand, there are several countries where this couldn't happen.

Nearly all of Germany is part of a municipality, but there are a few areas that aren't. These are usually forests, high mountains, small islands and the like, and in almost every case these areas are uninhabited. But there are a few exceptions, and one of them is the Reinhardswald area. It has exactly two inhabitants - they run a restaurant near a lookout tower that attracts many walkers. Now the law says that in the Reinhardswald forest, the forestry office is responsible for everything which is normally done by the municipalities. So when the two inhabitants decided to marry it was a forestry officer who married them and filled out the appropriate forms.

Good one! I actually read about Reinhardswald (which is not too far from where I live, but I hadn't heard of it before) a couple of weeks ago, going down a non LTPF related Wikipedia rabbit hole. When I went through the previous questions and answers to this puzzle, everything fell into place.
